WASHINGTON — The Iraq and Afghanistan wars will cost the United States between $4-6 trillion in the long term, constraining the government's budget for decades to come, a study said.

Harvard University scholar Linda Bilmes concluded that the United States will face increasing costs to care for an estimated 2.5 million veterans, and to pay down debt incurred by borrowing to pay for the wars.

"As a consequence of these wartime spending choices, the United States will face constraints in funding investments in personnel and diplomacy, research and development and new military initiatives," said the report released Thursday.

"In short, there will be no peace dividend, and the legacy of Iraq and Afghanistan wars will be costs that persist for decades," it said.

Bilmes, who served in government under former president Bill Clinton, calculated that the United States has already spent nearly $2 trillion directly for the two wars launched by former president George W. Bush.

But Bilmes' study said the biggest cost would be medical care and disability benefits, saying that more than half of the 1.56 million troops discharged from service have already been granted benefits for life.

Bilmes, who called the numbers unprecedented, said that costs will climb over decades. She wrote that the peak year for disability payments over World War I, which ended in 1918, was 1969 as veterans became elderly.

"The magnitude of future expenditures will be even higher for the current conflicts, which have been characterized by much higher survival rates, more generous benefits and new, expensive medical treatments," she said.

Bilmes also factored in debt, finding no precedent for a time when the United States went to war while lowering taxes, with the possible exception of the Revolutionary War when US colonies borrowed from France.

The study also looked at social costs, with families burdened with the effects of the deaths or injuries of service members.

The United States is expected to maintain a limited military presence in Afghanistan after 2014, when President Barack Obama plans to withdraw combat troops first sent after the September 11, 2001 attacks.

Opinion polls show that most of the US public has grown weary of the longest US war, in Afghanistan, and is critical of Bush's decision to invade Iraq a decade ago.

Donald Rumsfeld, the defense secretary under Bush, said before the invasion that the Iraq war would cost around $50 billion and called higher estimates "baloney."

”.. Lay Down Your Arms

SB: Thank you, Lord. I am going to be asking you about the who, why, what, where, when, how of Ascension, about December 21st. But before I do that there is one question that I have to ask you because I know our listeners and readers want me to. I think they would like to know something about the Newtown tragedy. Was it mind control? Was it the cabal trying to take attention away from Ascension? Was it simply a deranged individual?

Why was it permitted to happen, Lord? It shocked a lot of people.

AAM: It was a tragedy in Newtown, and it was a sacrifice of innocents, both children and adults. And yes, there is divine purpose that comes out of this. Was it a planned action on our part? Absolutely not, that is not the way we operate. It was the action, yes, of a very deranged, ill, dis-eased individual. It was not the act of the cabal. They are in far too deep containment to ever effect such a strike.

Let us talk about the meaning. And the Mother has talked about this also. It is time for all of humanity, east, west, north, south, to come together as one community. And this atrocity, this killing of children needlessly, brings to the forefront what is taking place on your planet.

The beings of Newtown, Connecticut, and this emotional energy, have acted and do act as a surrogate and a catalyst for the human race to come together and say, “No more,” that the slaughter of innocents is not acceptable in any realm.

And what that means, dear ones, is it is not acceptable through missile or drone strikes, in neighborhoods, in marketplaces and schools, or anywhere else. It is not acceptable for children to be hit by stray bullets, by gang wars or by drug lords, in any country, in any nation, in any civilization. It is not acceptable for children to die of disease, poverty, hunger, and starvation.

So these bright angels, this soul group has sacrificed and acted as a surrogate. Now, I wish to tell you that all of these angels were well out of their body and already in the arms of the Mother prior to their death. She had already gathered them up.

So it is not just for them that you weep. It is for each other. Because what you are seeing, what you are witnessing, is the pain and suffering that violence does to humanity, to families, to friends, to siblings, to parents, to communities, to neighbors, to nations. And it is all of you saying, “No more!”

SB: If I may intervene, what do you say to people who advocate the right to bear arms in America? What does one say to organizations that think that they’ll fall under somebody else’s rule if they give up their rifles?

AAM: Let me say this, and I do not simply say it to Americans, I say it to all nations that carry weapons to destroy families and friends. I say it to all beings that carry guns or weapons. And I am talking about missiles or chemical weapons.

When you live in fear, then what you create is fear. When you live in harmony and community and unity, that is what you create. Understand, the opening of 11/11 and 12/12 was not simply some esoteric exercise. You have been unified.

And as I have asked you, and as most of you are doing, that grid is to grow and inflame and ignite more and more every single hour, every single minute of every day. It was not just an hour-long exercise or a day-long exercise.

How can you live in unity and love and carry weapons, guns, ready to kill someone you don’t like or you don’t care about? And it is particularly dangerous when you have those weapons available to those who are unbalanced.

And we suggest to you that there is no way to safeguard against someone who is in the throes of a psychotic episode. There is no way to prevent them from getting a weapon if in fact they are available. That is a fool’s belief.

So if you expect harm to come to you, then harm will come to you. It is a time of change, and you cannot build Nova Earth with guns, missiles, and chemical weapons. You cannot do it. It is not possible. Not in any universe, not in any realm.

I had thought, this day, that I would come before you with my blue flame of truth. And I would say to you, “I am laying down my sword and shield,” because that is my desire and creation, and that it would be symbolic for you to understand that these are no longer necessary.

I did not begin today by saying that because I am still using my sword to cut some cords of illusion with some of you, and some of you are feeling exceptionally vulnerable right now. And so I want you to know that I’m also shielding you.

But my sword is also the scepter of truth. It is the staff of wisdom. It is the staff that you can lean upon when you are exhausted. Your guns do not serve that purpose.

Lay down your arms. This I ask of you. And more importantly, lay down your fear.

SB: Thank you, Lord. I don’t mean to single out Americans. I’m more referring to the Constitution and the provision that the right to bear arms shall not be interfered with. But thank you. You anticipated my questions on Newtown, so I’ve had all my questions answered.

Former MSNBC host Dylan Ratigan quits TV to run organic hydroponic farm

Former MSNBC host and author of the book Greedy Bastards Dylan Ratigan has announced that after leaving his show in June of 2012, he has re-launched his life as an organic, hydroponic farmer. In an open letter on his website DylanRatigan.com, Ratigan proclaimed that his life changed direction when he found himself burnt out by “hollow political debates” and “in search of meaning and purpose in my work and life.”

Ratigan said that it was meeting a Marine combat veteran war protester and his wife who appeared on “The Dylan Ratigan Show” in June that inspired him. The couple explained to him a technique for hydroponic farming that reportedly uses 90 percent less water than a conventional farm, but produces three times as much food.

“It was a business that promised to cure food deserts – areas where access to fresh and healthy food is limited – while having the potential to create jobs for thousands of combat veterans, each of whom was the beneficiary of $1 million in military training while on active duty,” wrote Ratigan Wednesday.

“Since I left MSNBC and dylanratigan.com last June, I first started working with these inspiring visionary veterans on the phone, and then in person to expand their dream and help turn it into a reality,” he continued. “The process alone has restored meaning and purpose in my life, my health and spirit have taken on a renewed vitality and, because of my time with you, I have had the opportunity and privilege to literally put my money where my mouth is.”

Ratigan has relocated from New York City to San Diego County, California, where he is working with Colin and Karen Archipley at their hydroponic organic farm, “Archi’s Acres” full-time. He and the project’s other backers see the program as a means of providing sustainable food crops in the U.S. while offering job opportunities to veterans.

Ratigan will appear Thursday, March 21 on ABC’s “The Chew” and on Friday, March 22 on MSNBC’s “Martin Bashir” to discuss the project and share his recipe for a delicious organic kale salad.

I had always had great respect for soldiers. My father was a Vietnam veteran. I was amazed by his tenacity, so much so that I wanted to follow his example, to do something significant and fight on the frontline. I joined the army in 2004, and a year later I was sent to Iraq.

The biggest shock, once I'd finished my training, was meeting the enemy – seeing what you're up against and realising they're kids your age. The most profound thing was thinking that if I had grown up on that continent, I could have been one of those guys.

I remember the first person I killed. He was about my age, 22. We were in a town south-west of Baghdad, on patrol; we started to get shot at and we retaliated.

When someone tries to take your life, it's more intimate than the strongest love; more intense than the strongest fear or even joy. It's the most extreme emotion you have ever felt. He was trying to kill me and I did not hesitate to kill him first.

People don't die how they do in movies. It's not a quick shot to the chest and they drop. Unless you hit somebody in a particular point above the eyes, they will not die right away, and we don't train for head shots – they're too hard and unreliable. Instead, I shot him 12 or 15 times until he dropped. It took around two and a half seconds, then I moved on. Hesitation will get you killed.

Once we had made sure the area was safe, it was our duty to provide medical aid to wounded enemy forces as well as to our own. The man I had shot was still alive. I will never forget the way he looked. He was surprised and sobbing a bit in disbelief. I think he must have thought his God was going to protect him and destroy me instead. He died while we were trying to save him. I didn't find out his name.

At that moment – and this may sound naive – I realised that nobody wakes up and thinks they are the bad guy. The man who had died fighting against me that day would have got up every morning thinking he was the righteous one.

That day changed everything for me. Now I knew the scariest thing in the dark is us. Him, me – it's all the same. I was his nightmare; he was mine – both evil in each other's eyes.

Eventually, I became a whistleblower. I had expected to fight in combat, but not the sort of battle I took on. I was talking to another soldier and he said, "You know what else is messed up? You remember that family that got murdered back in March?"

He filled me in on the details of what later became known as the Mahmudiyah killings. "That was us, man," he said. "That was Green" – referring to Steven Green [now serving life imprisonment for rape and murder]. I couldn't believe what I was hearing. In one sentence he had dismantled for me every good thing we'd done, every hospital we'd built, every school we'd protected. I had been prepared to fight the enemy, but I never expected to feel betrayed by my own people.

A group of them had broken into the family's house, raped the 14-year-old girl, shot them all, then tried to cover it up. I did my own research and spoke to two other soldiers who'd been on checkpoint the day the family was murdered. One confirmed all the details.

I now had a confession and I knew I had to turn them in. But how? I told the unit outside my chain of command, assuming they'd get me out, but it didn't work: they thought I was lying. They threatened to charge me with making false statements and perjury, and they interrogated me. By this time I had realised there was no evidence – it was just my word against that of the five soldiers involved – but I stuck to my guns and didn't budge.

Eventually one of the men cracked during interrogation and confessed that, while he'd had no part in the rape and murders, he had been there and had covered it up. The story broke – and everybody knew that I was telling the truth.

After they were sentenced, I got death threats. Some people called me a traitor, but others thought I was a hero: I had risked my life to expose the culprits.

After coming home and getting out, I am more confused than ever about what happened. It's been hard but I'm OK. I rent a house in Salt Lake City. I have a girlfriend. I worry about paying the bills, and I live a normal life.

US Lieutenant Timothy McLaughlin’s Iraq diary is not an introspective journal, but 10 years after the invasion its terse, staccato account of a young man’s war holds a powerful charge.

The telegraphic style of the entries, jotted in a small notebook embossed with the Marine Corps seal, leaves the reader with a lot of work to do, and a new exhibition in New York shows it is all the more powerful for that.

The death toll among the Iraqi fighters who confront the 25-year-old junior officer’s unit is high, but the diary does not linger on the details.

“My position is good to cut off back door exit. kill dismounts in grove (3-7?) then 1 swimming across canal/2 just about in canal,” he writes.

In another encounter his tank engages a car: “Vehicle slowed down, swerved left off road + hit tree. Civilian shot 5 times in back + legs. continued progress to Afaq.”

The 36 pages of the diary meticulously record all aspects of McLaughlin’s daily grind in the same dry style: lists, instructions, schedules, battles, a song, accounts of around 70 deaths, his thoughts about Iraqis.

For the exhibition the pages have been blown up as wall panels accompanied by photographs and explanatory texts to better site the story in the history of the conflict. It takes visitors into the heart of the war.

Mclaughlin’s Marines were among the first US troops in Firdos Square in Baghdad in 2003 and their unit’s flag was the one hoisted onto a statue of Saddam Hussein before it was symbolically toppled.

“Swamped by mass of reporters – could not move/peace protester +how many children have you killed today+,” the diary reads.

Images from the square were seen by millions of television viewers around the world, and formed part of the intense international debate about the rights and wrongs of the war and US policy.

Politics was not what interested Mclaughlin when he wrote the diary, but now, even if he is not comfortable with all that the account says about him as a younger man, he thinks his unvarnished account can serve a purpose.

“For most people in the military, they detach themselves from political decisions that are being made, so I didn’t think about the political question at all, my country said go, my job is to go,” he told AFP.

He talks of the nightmares he still suffers, and of the errors that still haunt him, errors that he says cost the lives of a fellow Marine and many Iraqi civilians.

Officially, he has been diagnosed with post-traumatic stress disorder. But he sees things differently.

“It’s not a disorder, it’s a natural reaction to combat experiences,” he says. “If you were not affected by it, that might be a disorder.

“To send young 18- and 25-year-olds to go kill people at war, to expect them to come home with no consequences, that’s not what is natural.”

McLaughlin agreed to share his diary on the tenth anniversary of a war that America seems keen to forget, in the hope that the population as a whole might better understand what he and his comrades experienced.

“There is a disconnect in my country between people who serve and everybody else, who only see those experiences through movies or politicians on the news,” he said.

McLaughlin wants American civilians to “think a little bit more critically about the decision to go to war and what it means for the people in Iraq or the people in Bosnia, or wherever.”

“It affects the people who live there, and it affects the young people who are sent to fight to wars,” he argues.

The idea for the exhibit came from American journalist Peter Maass, to whom McLaughlin showed his worn-out, forgotten notebook kept in the trunk of an old car, grains of sand still stuck between the pages.

Maass, who worked for the New York Times Magazine, had met McLaughlin in Iraq and followed his marine battalion until its entry into Baghdad. The third author of the exhibition is British photographer Gary Knight.

WASHINGTON: A veteran of the wars in Iraq and Afghanistan, former U.S. Marine Capt. Timothy Kudo thinks of himself as a killer - and he carries the guilt every day.

"I can't forgive myself," he says. "And the people who can forgive me are dead."

With American troops at war for more than a decade, there's been an unprecedented number of studies into war zone psychology and an evolving understanding of post-traumatic stress disorder. Clinicians suspect some troops are suffering from what they call "moral injuries" - wounds from having done something, or failed to stop something, that violates their moral code.

Though there may be some overlap in symptoms, moral injuries aren't what most people think of as PTSD, the nightmares and flashbacks of terrifying, life-threatening combat events. A moral injury tortures the conscience; symptoms include deep shame, guilt and rage. It's not a medical problem, and it's unclear how to treat it, says retired Col. Elspeth Ritchie, former psychiatry consultant to the Army surgeon general.

"The concept ... is more an existentialist one," she says.

The Marines, who prefer to call moral injuries "inner conflict," started a few years ago teaching unit leaders to identify the problem. And the Defense Department has approved funding for a study among Marines at California's Camp Pendleton to test a therapy that doctors hope will ease guilt.

But a solution could be a long time off.

"PTSD is a complex issue," says Navy Cmdr. Leslie Hull-Ryde, a Pentagon spokeswoman.

Killing in war is the issue for some troops who believe they have a moral injury, but Ritchie says it also can come from a range of experiences, such as guarding prisoners or watching Iraqis kill Iraqis as they did during the sectarian violence in 2006-07.

"You may not have actually done something wrong by the law of war, but by your own humanity you feel that it's wrong," says Ritchie, now chief clinical officer at the District of Columbia's Department of Mental Health.

Kudo's remorse stems in part from the 2010 accidental killing of two Afghan teenagers on a motorcycle. His unit was fighting insurgents when the pair approached from a distance and appeared to be shooting as well.

Kudo says what Marines mistook for guns were actually "sticks and bindles, like you'd seen in old cartoons with hobos." What Marines thought were muzzle flashes were likely glints of light bouncing off the motorcycle's chrome.

"There's no day - whether it's in the shower or whether it's walking down the street ... that I don't think about things that happened over there," says Kudo, now a graduate student at New York University.

"Human beings aren't just turn-on, turn-off switches," Veterans of Foreign Wars spokesman Joe Davis says, noting that moral injury is just a different name for a familiar military problem. "You're raised 'Thou shalt not kill,' but you do it for self-preservation or for your buddies."

Kudo never personally shot anyone. But he feels responsible for the deaths of the teens on the motorcycle. Like other officers who've spoken about moral injuries, he also feels responsible for deaths that resulted from orders he gave in other missions.

The hardest part, Kudo says, is that "nobody talks about it."

As executive officer of a Marine company, Kudo also felt inadequate when he had to comfort a subordinate grieving over the death of another Marine.

Dr. Brett Litz, a clinical psychologist with the Department of Veterans Affairs in Boston, sees moral injury, the loss of comrades and the terror associated with PTSD as a "three-legged stool" of troop suffering. Though there's little data on moral injury, he says a study asked soldiers seeking counseling for PTSD in Texas what their main problem was; it broke down to "roughly a third, a third and a third" among those with fear, those with loss issues and those with moral injury.

The raw number of people who have moral injuries also isn't known. It's not an official diagnosis for purposes of getting veteran benefits, though it's believed by some doctors that many vets with moral injuries are getting care on a diagnosis of PTSD - care that wouldn't specifically fit their problem.

Like PTSD, which could affect an estimated 20 percent of troops who served in Iraq and Afghanistan, moral injury is not experienced by all troops.

"It's in the eye of the beholder," says retired Navy Capt. William Nash, a psychiatrist who headed Marine Corps combat stress programs and has partnered with Litz on research. The vast majority of ground combat fighters may be able to pull the trigger without feeling they did something wrong, he says.

As the military has focused on fear-based PTSD, it hasn't paid enough attention to loss and moral injury, Litz and others believe. And that has hampered the development of strategies to help troops with those other problems and train them to avoid the problems in the first place, he says.

Lumping people into the PTSD category "renders soldiers automatically into mental patients instead of wounded souls," writes Iraq vet Tyler Boudreau, a former Marine captain and assistant operations officer to an infantry battalion.

Boudreau resigned his commission after having questions of conscience. He wrote in the Massachusetts Review, a literary magazine, that being diagnosed with PTSD doesn't account for nontraumatic events that are morally troubling: "It's far too easy for people at home, particularly those not directly affected by war ... to shed a disingenuous tear for the veterans, donate a few bucks and whisk them off to the closest shrink ... out of sight and out of mind" and leaving "no incentive in the community or in the household to engage them."

So what should be done?

"I don't think we know," Ritchie says.

Troops who express ethical or spiritual problems have long been told to see the chaplain. Chaplains see troops struggling with moral injury "at the micro level, down in the trenches," says Lt. Col. Jeffrey L. Voyles, licensed counselor and supervisor at the Army chaplain training program in Fort Benning, Georgia. A soldier wrestling with the right or wrong of a particular war zone event might ask: "Do I need to confess this?" Or, Voyles says, a soldier will say he's "gone past the point of being redeemed, (the point where) God could forgive him" - and he uses language like this:

"I'm a monster."

"I let somebody down."

"I didn't do as much as I could do."

Nash says the Marines are using "psychological first aid techniques" to help service members deal with moral injury, loss and other traumatic events. But it's a young program, not uniformly implemented and just now undergoing outside evaluation for its effectiveness, he says.

At Camp Pendleton, the therapy trial will be tailored to each Marine's war experiences; troops with fear-based problems might use a standard PTSD approach; those with moral injury may have an imaginary conversation with the lost person.

Forgiveness, more than anything, is key to helping troops who feel they have transgressed, Nash says.

But the issue is so much more complicated that wholesale solutions across the military, if there are any, will likely be some time coming.

Many in the armed forces view PTSD as weakness. Similarly, they feel the term "moral injury" is insulting, implying an ethical failing in a force whose motto stresses honor, duty and country.

At the same time, lawyers don't like the idea of someone asking troops to incriminate themselves in war crimes - real or imagined.

That leaves a question for troops, doctors, chaplains, lawyers and the military brass: How do you help someone if they don't feel they can say what's bothering them?
