Six couples were publicly whipped in Indonesia's conservative Aceh province Monday for relations outside marriage, with at least two women unable to walk after the painful punishment.

Flogging is common for a range of offences in the region at the tip of Sumatra island, including gambling, drinking alcohol, and having gay sex.

It is the only province in the world's biggest Muslim-majority country that imposes Islamic law.

The twelve people whipped Monday were arrested late last year during a raid on a hotel in the province's capital Banda Aceh.

Four people were each flogged seven times after being found with a member of the opposite sex who wasn't a relation.

drinking alcohol, and having gay sex

The others -- who were caught in more compromising positions -- received between 17-25 strokes for having intimate relations outside of marriage, an official said.

All 12 also served several months in prison before the public punishment.

Some women cried out in pain as a masked sharia officer lashed them, and at least two had to be carried from the scene by sharia officers.

Dozens of spectators and journalists watched quietly. Some winced occasionally after the blows, while others used smartphones and tablets to film the spectacle.

"This law is designed to have a deterrent effect, not only for the offenders but for the spectators who watch the caning," said the head of the local public order agency, Marwan, who like many Indonesian goes by one name.

He added: "The pain of being flogged is not that bad, the embarrassment is worse."

But the practice has wide support among Aceh's mostly Muslim population -- around 98 percent of its five million residents practise Islam.

Aceh adopted religious law after it was granted special autonomy in 2001, an attempt by the central government to quell a long-running separatist insurgency.

In December, two men caught having sex with underage girls were whipped 100 times each.

Saudi critic Jamal Khashoggi criticized Crown Prince Mohammed bin Salman's "authoritarian rule" shortly before his death, in an interview published following confirmation he died at the kingdom's Istanbul consulate.

Speaking off the record to a Newsweek journalist working on a story about the Saudi leadership, he insisted he did not view himself as "an opposition" -- he just wanted "a better Saudi Arabia".

"I'm not calling for the overthrow of the regime, because I know it's not possible and is too risky, and there is no one to overthrow the regime," Khashoggi said.

"I'm just calling for reform of the regime."

He described Prince Mohammed as "an old-fashioned tribal leader" out of touch with Saudi's poor.

"Sometimes I feel that ... he wants to enjoy the fruits of First World modernity and Silicon Valley and cinemas and everything, but at the same time he wants also to rule like how his grandfather ruled Saudi Arabia," Khashoggi told Newsweek.

"He still doesn't see the people. When he sees the people, that's when the actual reform will start."

Khashoggi also criticized Prince Mohammed's lack of "proper advisers".

"He is moving toward a Saudi Arabia according to him, a Saudi Arabia according to Mohammed bin Salman only," said Khashoggi, who was himself a contributor to the Washington Post newspaper.

Khashoggi described two of the prince's aides -- sports chief Turki al-Sheikh and the since-dismissed media adviser Saud al-Qahtani -- as "very thuggish".

"People fear them. You challenge them, you might end up in prison, and that has happened," he said.

Khashoggi was last seen on October 2 entering his country's consulate in Istanbul.

His disappearance had been shrouded in mystery, with Turkish officials accusing Saudi Arabia of carrying out a state-sponsored killing and dismembering the body.

Saudi Arabia finally admitted early Saturday that Khashoggi had died inside the consulate in what it described as a "brawl".

The admission -- after persistent claims by the Saudi authorities that Khashoggi had left the consulate alive -- came following the threat of US sanctions.

The Saudi authorities have not yet said where his body is.

In the Newsweek interview, Khashoggi, whose disappearance tipped Saudi Arabia into one of its worst international crises, said pushback from the international community was vital to keeping the Saudi regime in check.

"That is our only hope," he said.

Rise and fall of General Manas: Thailand's top trafficker

Bangkok (AFP) - An army 'Big Shot' whose influence seeped across the south, Lieutenant-General Manas Kongpan sat at the apex of Thailand's grisly trade in humans, raking in an untold fortune to keep prying eyes off the trafficking route.

As the number of desperate Rohingya and Bangladeshis shuttled through the trafficking operation shot up, so did Manas' rank in the Thai military.

But the silver-haired general was condemned to 27 years in prison on Wednesday for profiting from the trade, an extraordinarily rare conviction of a senior member of an army that dominates the kingdom.

The 61-year-old's downfall was hastened in 2015 after investigators uncovered secret jungle prisons in the south where traffickers starved and tortured migrants while holding them for ransom.

The discovery exposed Thailand's horrifying role in a criminal operation that shifted victims from Myanmar to Malaysia, and forced the ruling junta to launch a belated crackdown.

Police followed a money trail that lead straight to Manas, an army hardliner with a passion for bullfighting.

"He was involved in such an obvious way...at a time when the junta was really trying to show themselves to be clean," said Paul Chambers, an expert on Thailand's military.

"He is going down because he was at the wrong place at the wrong time."

Money trail

Manas was first highlighted as a suspect in early 2015 after 98 famished Rohingya were found in trucks in Nakhon Si Thammarat, stopped by a random police checkpoint.

Provincial police -- aided by anti-trafficking NGO Freeland -- used the drivers' cell phones to trace their regular route.

The trail carved through Thailand's southern neck from coastal Ranong, where boatloads of migrants arrived from Myanmar, to malaria-infested camps near the Malaysian border, where they were held in appalling conditions.

Phone and e-banking records from the drivers led to key trafficker Sunan Saengthong, a Ranong politician and businessman who had deposited nearly $600,000 in accounts belonging to Manas.

In May 2015 police found more bank slips revealing that Sunan's nephew had also transferred huge sums to Manas, including some $400,000 in just over a month.

Sunan was jailed for 35 years in a separate trial but his nephew Nattaphat Saengthong and others remain at large.

Around the time of the money transfers, Manas served as a top commander of Thailand's southern security arm.

His job was to enforce its controversial "push-back" policy -- which meant turning around boats of stateless Rohingya who were trying to flee persecution in Myanmar.

But he used this position to do just the opposite, according to last week's verdict, which exposed a matrix of collusion between state officials and businessmen who profited from trafficking.

Witnesses said Manas instructed officers to force back a boat of 265 Rohingya in 2012 -- only to covertly re-route the ship to shore and truck the human cargo south to the jungle prisons.

Manas "had direct responsiblity in the push-back mission and must have been part of this human trafficking network, otherwise the Rohingya would not have been able to return to Thailand so quickly," the verdict read.

Southern 'Big Shot'

The trafficking operation flourished until the 2015 crackdown, with tens of thousands of victims funnelled through a trade worth an estimated $250 million dollars.

Many were lured from the Myanmar-Bangladesh border by brokers who promised jobs, while others were violently kidnapped and forced onto the boats.

The big money was made in Thailand, where jungle camp wardens phoned relatives of the weakest migrants and threatened to kill them if they didn't send more cash.

The young and strong were sold off as labour to Malaysian palm oil plantations or fishing boats, according to Freeland.

All the while, Manas' seemingly inexorable rise up the army ranks continued, with his command stretching over increasingly large chunks of the south.

Months before his arrest in 2015, he was promoted to Lt-General and given the sweeping role of "military advisor".

It wasn't the first time the hawkish officer had hurdled controversy.

He was linked to a 2004 raid on a mosque that left more than 30 Muslim rebels dead in Thailand's far south, one of the early sparks of an insurgency still burning today.

"He had a reputation for often going beyond the law," said Chambers, adding that he was known as a "big shot" in the region.

Manas was the only military man convicted in last week's trafficking trial, which saw more than 60 people sent to jail.

Rights groups welcomed the verdict but warned that many perpetrators remain at large.

"We know not everyone has been accounted for in this trial," said Amy Smith from Fortify Rights, which closely tracked the investigation.

"More needs to be done to account for the horrific crimes that took place... and to ensure this never happens again."

Pinochet agents apologize for Chile crimes

Santiago (AFP) - Nine former agents of late Chilean dictator Augusto Pinochet's regime asked forgiveness for their crimes Friday -- a first for Chile -- but victims' families rejected the gesture as a ploy.

The apology came in the form of a private religious ceremony at the Punta Peuco prison, where some 100 former regime agents are serving sentences for the kidnappings, killings and torture perpetrated during Pinochet's rule from 1973 to 1990.

The nine convicts included Raul Iturriaga, a high-ranking official in Pinochet's political police.

"God is doing something extraordinary in this country. This would not have been possible until recently," Anglican priest Pablo Alvarez told journalists after the ceremony, which was closed to the press.

But dozens of victims' family members protested outside the prison, rejecting the ceremony as a hollow bid to obtain a pardon or early release.

"We have the right and the moral duty to be here to prevent this media show," said Alicia Lira, head of a rights group for victims' families.

Family members emphasized that none of the convicts have provided information on the fate of nearly 1,000 people missing and presumed killed by the regime.

They also demand the closure of Punta Peuco, which they condemn as a luxury prison with tennis courts, terraces and barbecues.

More than 3,000 regime opponents and alleged collaborators were killed or disappeared during Pinochet's rule. Some 38,000 were tortured.

Pinochet, who came to power in a military coup, died in 2006 without being brought to justice.

Moscow (AFP) - Uzbekistan's President Islam Karimov died Friday, the government announced, ending over a quarter of a century of his iron-fisted rule in the Central Asian nation with no clear successor lined up.

"Dear compatriots, it is with huge grief in our hearts that we announce to you the death of our dear president," a state TV presenter said, reading an official statement.

Authorities said Karimov, 78, was pronounced dead at 20:55 local time (15:55 GMT) following days of speculation that authorities were delaying announcing his passing after he reportedly suffered a stroke over the weekend.

The strongman's funeral will be held in his home city of Samarkand on Saturday as the country begins three days of mourning, the statement said, with Uzbekistan now facing the greatest moment of uncertainty of its post-Soviet history.

Loyalist Prime Minister Shavkat Mirziyoyev is heading the organisation committee for the funeral, suggesting that he could be in line to take over long-term from Karimov.

Officially senate head Nigmatulla Yuldashev should now become acting president until early elections are held.

Karimov's youngest daughter Lola wrote on Facebook that "he has left us...I am struggling for words, I can't believe it myself".

'Great loss'

Long lambasted by rights groups as one of the region's most brutal despots who ruthlessly stamped out opposition, Karimov was one of a handful of Soviet strongmen that clung to power after their homelands gained independence from Moscow in 1991.

Karimov portrayed himself as guarantor of stability and bulwark against radical Islam on the borders of Afghanistan, crushing fundamentalist groups at home.

Russian President Vladimir Putin called Karimov's death "a great loss for the people of Uzbekistan" in a telegram to interim leader Yuldashev, while Prime Minister Dmitry Medvedev is set to jet in for the funeral.

Former Soviet leader Mikhail Gorbachev, who appointed Karimov to head the former Socialist Republic of Uzbekistan in 1989, told Interfax news agency that Karimov was "a competent man with a strong character".

Born on January 30, 1938, Karimov was raised in an orphanage in the ancient city of Samarkand, before studying mechanical engineering and economics and rising up Communist Party ranks.

Rights groups -- which have long accused Karimov's regime of the most heinous abuses including torture and forced labour in the lucrative cotton industry -- said his time in power had been a catastrophe for Uzbekistan.

"Islam Karimov leaves a legacy of a quarter century of ruthless repression," Steve Swerdlow, Central Asia researcher at Human Rights Watch, said.

"Karimov ruled through fear to erect a system synonymous with the worst human rights abuses: torture, disappearances, forced labour, and the systematic crushing of dissent."

Most seriously, the authorities have been accused of killing hundreds of protesters in the eastern city of Andijan in 2005.

In the wake of international criticism over the alleged massacre, which Karimov's regime rebuffed, Tashkent shut down a US military base used to supply operations in neighbouring Afghanistan since 2001.

But the wily veteran played Russia, China and the West against each other to keep Uzbekistan from total isolation and it continues to receive limited US aid.

Despite economic growth figures of some eight percent, critics say that Uzbekistan's economy is in a dire situation with a corrupt elite in control of most of its industry.

Colonia Dignidad: No 'glorious chapter' for German diplomacy

Torture, slavery, child abuse: Germany's foreign minister met with victims of a German sect run in Chile for decades. At the same time, the government in Berlin is declassifying the Colonia Dignidad files.

Human rights groups welcome as a "positive step" plans by the German government to make public files on the notorious Colonia Dignidad colony in Chile.

Files that would have remained sealed for another decade will be made available to journalists and researchers in the coming weeks, German Foreign Minister Frank-Walter Steinmeier said. The documents detail how informed German diplomats were about what was going on in the colony from 1986 to 1996. The foreign ministry isn't responsible for what Paul Schäfer and his cronies did, but the German embassy denied the colony's residents the protection they would have needed. "I salute the victims of Colonia Dignidad," Steinmeier told a group of victims Tuesday in Berlin.

Steinmeier conceded that German diplomats for decades turned a blind eye to the human tragedy playing out before them, adding that embassy staff in Chile should have been able to see what was going on at the Colonia Dignidad commune. From the 60s to the 80s, German diplomats looked the other way, and "did too little to protect their citizens in this commune," he said.

Respect for the victims

The foreign ministry in Berlin has pledged that it will find out what role German diplomats played. "Transparency is imperative," Steinmeier told the victims, who had traveled from Chile to Berlin to hear just those words.

Colonia Dignidad was founded in 1961 by Paul Schäfer, a German lay preacher, former soldier and convicted pedophile who fled the country to Chile after World War II.

Today, victims estimate that over the course of 30 years, more than 30,000 boys were raped at the remote commune hidden behind security fences. Schäfer brutally suppressed and controlled his followers, including brainwashing, draconic punishments and enforcing a vow of secrecy. Chilean military dictator Augusto Pinochet used the German commune, which was situated about 350 kilometers south of the capital Santiago, as a torture camp, and hid weapons and poison gas on the premises.

One of the few who managed to extricate himself from the sect's grip doesn't like to be reminded of the role the German embassy played. "When I left the colony, I was wary of the foreign ministry," Wolfgang Kneese said, adding that Paul Schäfer's system involved people who profited from Colonia Dignidad, who went along with the sect's well-oiled apparatus of repression, and who looked the other way.

Emotionally crippled

A feature film about Colonia Dignidad actually got the ball rolling.

"Colonia" by Florian Gallenberger aired in Germany last year after the director had put in five years of research. The film reminded the foreign ministry of this dark chapter of German diplomacy, Steinmeier said, adding that it goes to show how culture can "act as a trigger for politics."

Anna Schnellenkamp still lives on the premises of the former colony. She was surprised at how well the film depicts Schäfer's harsh rule. "But in truth, it was much worse," she admitted.

Fleeing sex abuse charges by Chilean authorities, Schäfer disappeared in 1997. Almost eight years later, he was found hiding in Argentina, sent back to Chile and sentenced to 33 years in jail for sexual abuse of children. He died in 2010 in a Chilean prison. Meanwhile, life at the colony continued as before.

Today, the commune with its roughly 130 residents calls itself Villa Baviera and tries to attract tourists with Bavarian music and Oktoberfest events.

Many of the original followers stayed on, in part because "no one had documents, no one had money," Schellenkamp said, adding another reason: two out of three are older than 65 years of age. Many of Schäfer's victims feel like emotional cripples, Wolfgang Kneese says. Some hope the German government will grant them psychological support, others demand compensation.

It's time "the burden is taken from our shoulders," Schnellenkamp said.

Traumatized victims, open questions

Many victims find hard to bear the thought that perpetrators have gotten away. Hartmut Hopp, a former colony deputy, fled to Germany in 2011 to avoid imprisonment in Chile, where he was sentenced to five years in jail for child sex abuse in 2005. It's surprising that people, like Hopp, "continue to live freely in Germany," Wolfgang Kneese said. Hopp lives in the western German town of Krefeld, and it remains unclear whether Germany will enforce the Chilean verdict, start new proceedings, or simply put the matter aside. The latter is almost unbearable to many victims.

It's also not clear what will happen to the sect's isolated premises in Chile. Turn it into a memorial, urges film director Florian Gallenberger, who visited the area many times. They have some tourism, but that's all, the director argues. Perhaps an upcoming visit by German President Joachim Gauck to Chile will help resolve matters.
