“… The Shift in Human Nature

You're starting to see integrity change. Awareness recalibrates integrity, and the Human Being who would sit there and take advantage of another Human Being in an old energy would never do it in a new energy. The reason? It will become intuitive, so this is a shift in Human Nature as well, for in the past you have assumed that people take advantage of people first and integrity comes later. That's just ordinary Human nature.

In the past, Human nature expressed within governments worked like this: If you were stronger than the other one, you simply conquered them. If you were strong, it was an invitation to conquer. If you were weak, it was an invitation to be conquered. No one even thought about it. It was the way of things. The bigger you could have your armies, the better they would do when you sent them out to conquer. That's not how you think today. Did you notice?

Any country that thinks this way today will not survive, for humanity has discovered that the world goes far better by putting things together instead of tearing them apart. The new energy puts the weak and strong together in ways that make sense and that have integrity. Take a look at what happened to some of the businesses in this great land (USA). Up to 30 years ago, when you started realizing some of them didn't have integrity, you eliminated them. What happened to the tobacco companies when you realized they were knowingly addicting your children? Today, they still sell their products to less-aware countries, but that will also change.

What did you do a few years ago when you realized that your bankers were actually selling you homes that they knew you couldn't pay for later? They were walking away, smiling greedily, not thinking about the heartbreak that was to follow when a life's dream would be lost. Dear American, you are in a recession. However, this is like when you prune a tree and cut back the branches. When the tree grows back, you've got control and the branches will grow bigger and stronger than they were before, without the greed factor. Then, if you don't like the way it grows back, you'll prune it again! I tell you this because awareness is now in control of big money. It's right before your eyes, what you're doing. But fear often rules. …”

Ottawa (AFP) - Canadian Prime Minister Justin Trudeau on Friday announced an immediate ban on military-grade assault weapons, responding to a mass shooting and arson spree that left 22 people dead earlier this month.

"These weapons were designed for one purpose, and one purpose only: to kill the largest number of people in the shortest amount of time," Trudeau told a news briefing.

He said his government has approved a decree banning the sale, purchase, use, transport and import of 1,500 models of military-grade assault weapons and variants of them.

"There is no use, and no place for such weapons in Canada," Trudeau said.

The killing spree, the worst in Canadian history, began on the night of April 18 in Nova Scotia and led to a 13-hour manhunt for the shooter, who was eventually shot dead by police.

Authorities have said the assailant -- identified as 51-year-old denturist Gabriel Wortman -- was wearing a police uniform, driving a mock police car, and had several guns with him including at least one assault-style weapon.

Trudeau said there will be a two-year amnesty for people who currently own assault-style weapons to protect them from liability, and parliament will eventually pass legislation to compensate them for turning in their guns.

"For many families, including indigenous people, firearms are part of traditions passed down through generations, and the vast majority of gun owners use them safely, responsibly, and in accordance with the law, whether it be for work, sports shooting for collecting or for hunting," Trudeau said.

"But you don't need an AR-15 to bring down a deer," he added.

Mass shootings are less common in Canada than in the US "but the heartbreaking truth is, they're happening more often than they once did," the prime minister said.

He mentioned for instance a shooting at a mosque in Quebec City in 2017 that left six dead and 19 wounded.

Trudeau made banning assault weapons part of his campaign for elections that brought him to power in 2015. He repeated it in the campaign for the October 2019 elections in which he won another term.

Nearly four of five Canadians back such a ban, according to an Angus Reid poll released Friday.

Hong Kong (AFP) - Hong Kong democracy activist Joshua Wong said he was making his way to Germany on Monday after he was released from a brief spell in custody following a mistake in his bail conditions.

Wong, 22, was among multiple prominent democracy advocates who were detained late last month in a roundup by police as the semi-autonomous city reels from more than three months of unprecedented pro-democracy protests.

He was accused of "inciting others to take part in unauthorised assembly" among other charges and later released on bail.

On Sunday, he said he was detained at Hong Kong airport for "breaching bail conditions" after returning from Taiwan and as he then tried to make another overseas trip to Germany. He also planned to travel to the United States after.

But he was released by a court on Monday after it emerged the detention was a procedural error and that his bail requirements allowed him to take any overseas trips that had been arranged before his arrest, local news station RTHK reported.

Before departing Hong Kong, Wong tweeted that his overnight detention was "wholly unacceptable and unreasonable".

He said he planned to meet German politicians from different parties as well as speak at Berlin's Humboldt University. He added he would also call on Germany to halt trade negotiations and arms sales to Hong Kong and China "until the human rights is put on the agenda".

His party said he would also be travelling to the United States and would return in late September, without giving details of his itinerary.

Wong began his career as an activist when he was just 12 years old and later became the poster child of the huge pro-democracy "Umbrella Movement" protests of 2014 that failed to win any concessions from Beijing.

He has previously been jailed for his involvement in those protests.

Macron vows to rebuild a 'more beautiful' Notre-Dame in 5 years

Paris (AFP) - President Emmanuel Macron on Tuesday vowed to rebuild Notre-Dame cathedral "even more beautifully" within five years, as France reeled with shock from the fire that gutted the great Paris landmark.

Macron announced the fast timescale -- for a process some experts said would take decades -- in an address to the nation where he hailed how the disaster had shown the capacity of France to mobilise and unite.

Pledges worth around 700 million euros ($790 million) have already been made Tuesday from French billionaires and businesses to restore the Gothic masterpiece.

Most of the roof has been destroyed, its steeple has collapsed and an unknown number of artifacts and paintings have been lost. The main organ, which had close to 8,000 pipes, has also suffered damage.

But the cathedral's walls, bell towers and the most famous circular stained-glass windows at France's most visited tourist attraction remain intact.

'Our history never stops'

Macron's defiant comments indicated he wants the reconstruction of the cathedral to be completed by the time Paris hosts the Olympic Games in 2024.

"We will rebuild the cathedral even more beautifully and I want it to be finished within five years," Macron said from the Elysee Palace. "And we can do it."

Macron said that the dramatic fire had brought out the best in a country riven with divisions and since November shaken by sometimes violent protests against his rule.

"What we saw last night in Paris was our capacity to mobilise and to unite," Macron said, hailing France as a nation of "builders".

"Our history never stops and that we will always have trials to overcome," he said.

'Saved in half an hour'

Images from inside the cathedral Tuesday showed its immense walls standing proud, with statues still in place and a gleaming golden cross above the altar.

However the floor was covered in charred rubble from the fallen roof and water while parts of the vaulting at the top of the cathedral had collapsed.

Junior interior minister Laurent Nunez told reporters at the scene that work to secure the structure would continue into Thursday, allowing firefighters access to remove remaining artifacts and artworks.

He said the building had been saved within a critical time window of 15-30 minutes by a team of 400 firefighters who worked flat out throughout the night.

Though "some weaknesses" in the 850-year-old structure had been identified, overall it is "holding up OK", he added.

President Donald Trump relayed Americans' "condolences" to Macron over the fire, the White House said.

French fire chiefs had earlier dismissed as "risible" comments by Trump that the fire should be tackled with water bombers, saying this risked destroying the entire edifice of the cathedral.

The Paris fire service said that the last remnants of the blaze were extinguished Tuesday, 15 hours after the fire broke out.

Renovation work on the steeple, where workers were replacing its lead covering, is widely suspected to have caused the inferno after the blaze broke out in an area under scaffolding.

Investigators interviewed witnesses overnight and began speaking with employees of five different construction companies that were working on the monument, said public prosecutor Remy Heitz.

"Nothing indicates this was a deliberate act," Heitz told reporters, adding that 50 investigators had been assigned to what he expected to be a "long and complex" case.

'For future generations'

A public appeal for funds drew immediate support from French billionaires and other private donors as well as from countries including Germany, Italy and Russia which offered expertise.

French billionaire Bernard Arnault and his LVMH luxury conglomerate, rival high-end designer goods group Kering, Total oil company and cosmetics giant L'Oreal each pledged 100 million euros or more.

Support came from outside France as well, with Apple chief Tim Cook announcing the tech giant would give an unspecified amount to help restore a "precious heritage for future generations."

But experts had warned a full restoration will take many years. "I'd say decades," said Eric Fischer, head of the foundation in charge of restoring the 1,000-year-old Strasbourg cathedral.

Treasures evacuated

Thousands of Parisians and tourists watched in horror Monday as flames engulfed the building and rescuers tried to save as much as they could of the cathedral's treasures.

Many more came Tuesday to the banks of the river Seine to gaze at where the roof and steeple once stood.

A firefighter suffered injuries during the blaze, which at one point threatened to bring down one of the two monumental towers on the western facade of the cathedral that is visited by 13 million tourists each year.

The Holy Crown of Thorns, believed to have been worn by Jesus at his crucifixion, was saved by firefighters, as was a sacred tunic worn by 13th-century French king Louis IX.

Rescuers formed a human chain at the site of the disaster to evacuate as many artifacts as possible, which were then stocked temporarily at the Paris town hall.

What did you study in school about them, American? You had to learn all those dates and facts. The small country of Spain alone is responsible for conquering all of South America, middle America and well up into North America. Millions today are speaking their language who never did before they arrived.

The armies of Napoleon spread across parts of Europe like water flowing in a river, conquering everything in its path. There are some cities today in Europe that still don't know which country they belong to! This is because their borders kept changing so often! Now, that's history. I want you to look at it carefully. Still, there would be those who say, "This is just what men do. They create borders and cultures and they go to war. That's Human nature."

Fifty years ago, this new energy started to arrive. Oh, the alignments go slow, dear Human Being, but it was here. It was starting; it was beginning. Fifty years ago, something happened in Europe and you didn't hear much about it back then. Some very clear thinkers got together after World War II and said, "If we don't do something different and out of the box of today's thinking, it's all going to happen again because this is what we do. Men make war." Even the young country called America was involved in war. America itself almost split apart before that, because that's what men do. They split good things apart. It was obvious to these wise men that they could try something, something that might work - a uniting instead of separation. And so they formed an idea. Let me tell you what it was.

They said to themselves, "What if we could get as many countries as we can to agree to become a collection of 'country states'? If we start this now and go at it slowly, we could eventually have a system where we would trade together to the point where the borders come down, no checkpoints and no passports. All these cultures and former enemy countries would all trade evenly together, and for that to happen we might even have a common currency. Look at the United States, for this is how it works there. Europe would never go to war with itself again. It couldn't, since it would be allied financially."

Of course, they were laughed at! Everyone who heard it said it couldn't' be done and that there were just too many issues to solve. Those who objected said, "No, no, no. That's not what we do. We have too many different cultures. There's some with strong currencies, there's some with weak currencies. There are too many objections. Imagine going from one country to another without being inspected at the border? That won't work. Who are you to suggest something of this nature?" And the forward thinkers said, "We are unifiers. And we think it's a good idea so we will have strength and will never war again." That was two generations ago, 50 years.

Today, you have the European Union of States. There are more all the time, way past the original number of countries. Some are "standing in line" to be accepted! The borders are gone and the checkpoints are missing and the currency called the Euro is the strongest currency on Earth - stronger even than yours [the USA]. Now, let me tell you what did that. It's a consciousness shift that even 50 years ago was developing. Through two generations, it slowly allowed for free thinkers to unify things that had never been unified before. The result? These countries will never conquer each other again, because "history" ended at that moment. They started a new paradigm for Europe and one that has no historic profile known to man. The old history of the area is gone, and it will not repeat itself.

Those in the old Eastern Bloc of Europe, where there is still to this day very little unity, will still say, "History will again repeat itself. We are victims of it. It's only a matter of time." But not all of them feel this way. There are some who are starting to feel a unity of spirituality within their own cultures that they were never allowed to speak of before. So they are free thinking, out of the box of the old paradigm. It's new.

There are those who are standing on podiums and in pulpits and are proclaiming, "History is ended. It's the end of suffering. It's the end of dictatorships. It's the end of those who would put us in a low place. Instead, it's the beginning of discovering who we are." And although they don't say it in these exact words, they are discovering the creator inside - that which is the unity of God. So it's a full circle back to what the Angel told Muhammad, isn't it? For unity was the key to peace, and still is. It is a sacred principle and will never change.

Who would have thought this would have happened? The United States is what it is because 200 years ago the founders said, "Let us make a group of state countries without physical borders in a system that's never been tried. It's one of unity - the UNITED States of America." Oh, it had its tests, but the unifiers won. And it is why this country is what it is and is seen and respected for what it is and for what it's done. So young, it is, but representing the new energy, it is.

Your Declaration of Independence was channelled. Did you know that? It was collective effort channelling by those who had asked God for help. Go read it and feel that which is sacred inside, for it unifies and does not separate.

Hong Kong democracy leaders convicted in Umbrella Movement trial

Hong Kong (AFP) - A group of Hong Kong activists face jail after being convicted Tuesday on colonial-era "public nuisance" charges for their role in organising mass pro-democracy protests that paralysed the city for months and infuriated Beijing.

The convictions followed a trial that has renewed alarm over shrinking freedoms under an assertive China which has rejected demands by Hong Kongers asking for a greater say in how the financial hub is run.

Nine activists were all convicted on Tuesday of at least one charge in a prosecution that deployed rarely-used colonial-era public nuisance laws over their participation in the 2014 Umbrella Movement protests, which called for free elections for the city's leader.

It is the latest blow to strike the beleaguered pro-democracy camp which has seen key figures jailed or banned from standing as legislators since their civil disobedience movement convulsed the city but failed to win any concessions.

Among the most prominent members of the group on trial were sociology professor Chan Kin-man, 60, law professor Benny Tai, 54, and Baptist minister Chu Yiu-ming, 75.

The trio founded the pro-democracy "Occupy Central" movement in 2013, which joined the student-led Umbrella Movement a year later that brought parts of the city to a standstill for months.

All three were found guilty of conspiracy to commit public nuisance. Tai and Chan were also convicted of incitement to commit public nuisance although all three were acquitted of incitement to incite public nuisance.

Of the remaining six defendants -- a group of younger protest leaders, including two sitting lawmakers -- all were convicted of at least one public nuisance charge.

'Can't stop the dawn'

In an unusual move prosecutors tried the group under Hong Kong's common law system, which carries a much steeper sentence than statutory public nuisance laws.

Each protest leader could now face up to seven years in jail, rather than three months had the charges been brought under statutory law.

Judge Johnny Chan ruled that the 2014 protests, which took over key intersections for many weeks, were not protected by Hong Kong's free speech laws because the demonstrations impinged on the rights of others.

"The unreasonableness of the obstruction was such that the significant and protected right to demonstrate should be displaced," he said. "The act was one not warranted by law."

The defendants remain on bail with the court expected to continue hearing mitigation arguments in the coming days before handing down sentences.

There were emotional scenes on Tuesday afternoon as the oldest defendant, Reverend Chu, delivered a statement in which he described the dock as "the most honourable pulpit of my ministerial career".

He warned Hong Kong's leadership against ignoring youth-led calls for greater democratic freedoms.

"The bell tolls. It gives out a warning sound, that something bad and disastrous is happening," he said.

In a submission sent to journalists fellow defendant Shiu Ka-chun added: "I want to warn the authoritarian government, even if you kill all the roosters, you cannot stop the dawn's arrival."

'Appallingly divisive'

Human rights groups and critics hit out at the convictions, saying the use of the vaguely worded public nuisance laws -- and wielding the steeper common law punishment -- would have a chilling effect on free speech in Hong Kong.

"Hong Kong courts, by labelling peaceful protests in pursuit of rights as public nuisance, are sending a terrible message that will likely embolden the government to prosecute more peaceful activists," said Maya Wang, a senior China researcher at Human Rights Watch.

Chris Patten, the last British governor of Hong Kong, said it was "appallingly divisive to use anachronistic common law charges in a vengeful pursuit of political events which took place in 2014."

Chinese foreign ministry spokesman Lu Kang fired back at those criticisms, saying other countries would also have brought such a prosecution to "maintain order".

"The central government resolutely supports (Hong Kong) in punishing the main organisations and planners of the illegal Occupy Central movement in accordance with the law," he told reporters.

Hong Kong enjoys rights unseen on the Chinese mainland, which are protected by the 50-year handover agreement between Britain and China, but fears are growing that those liberties are being eroded as Beijing flexes its muscles.

At the trial, prosecutors argued that the mass protests had caused a "common injury done to the public", who had been affected by the blockage of major roads, and that the leaders of the movement deserved to be punished.

In his verdict Judge Chan denied his ruling would impact the ability of Hong Kongers to protest.

The Occupy movement highlighted widespread frustration, especially among the young, over Hong Kong's direction but failed to win any reforms from Beijing.

At the Vatican, Pope Francis has issued wide-ranging new sex abuse legislation that covers all Vatican personnel as well as those who work for the Vatican diplomatic corps. It aims to be a model for the church globally.

   
Pope Francis issued sweeping new sex abuse legislation on Friday for Vatican personnel and diplomats that requires the immediate reporting of abuse allegations to Vatican prosecutors.

For the first time, the law provides an explicit Vatican definition for "vulnerable people," who are entitled to the same protections as minors under church law.

The Vatican amended its canon law covering sex abuse to include "vulnerable adults" in 2010, but never defined it.

It is a policy shift aimed at being a model for the Catholic Church around the world.

While limited in scope, the mandatory reporting provision marks the first time the Vatican has put into law requirements for Catholic officials to report allegations of sex crimes to police or face fines and possible jail time.

Francis also issued child protection guidelines for Vatican City State and its youth seminary. The move comes after the global sex abuse scandal exploded anew last year, and The Associated Press reported that the headquarters of the Catholic Church had no policy to protect children from predator priests.

While the new legislation only covers Vatican City State, affiliated institutions and the diplomatic corps, they were still symbolically significant and were welcomed by a former seminarian whose case helped spark the reform.

"I see this as something positive," Kamil Jarzembowski told the AP.

Vatican's new definition

According to the new definition from the Vatican, a vulnerable person is anyone who is sick or suffering from a physical or psychiatric deficiency, who isn't able to exercise personal freedom even on occasion and has a limited capacity to understand or resist the crime.

The new legislation applies to all who work in the Vatican

The new law covers all personnel who live and work in the Vatican as well as the Holy See's vast diplomatic corps.

The issue of whether adult seminarians, religious sisters or other adults who are emotionally or financially dependent on clergy can be considered "vulnerable people" has come to the fore in the wake of the scandal over ex-Cardinal Theodore McCarrick, a once high-ranking American cleric accused of molesting seminarians, and revelations of priests and bishops sexually preying on nuns.

Vatican ambassadors have figured in some of the most scandalous cases of sex abuse in recent years, with papal representatives accused of groping, distributing child pornography and sexually abusing minors in their far-flung posts.

Current law

The law currently requires any Vatican public official who learns of an allegation of abuse to report it to Vatican prosecutors "without delay." Failure to do so can result in a fine of up to 5,000 euros ($5,615) or, in the case of a Vatican gendarme, up to six months of prison.

The mandatory reporting provision, however, is significant, since the Holy See for decades has justified not having a binding reporting policy for the universal church by arguing that accused clergy could be unfairly persecuted in places where Catholics are a threatened minority. Since that is not a risk in the Vatican, it is now law.

"With this document the Vatican wants to send a message that it takes these crimes seriously, wants to prosecute them, to avoid cover up, and also to create an atmosphere that prevents these crimes from happening in the first place," said Ulrich Rhode, a canon law professor at Rome's Pontifical Gregorian University.

The legislation requires that victims be welcomed, listened to and provided with medical, psychological and legal assistance, and sets the statute of limitations at 20 years past the victim's 18th birthday.

In a statement accompanying the new law, the Vatican's editorial director, Andrea Tornielli, said while very few children actually live in the Vatican City State, Francis decided to make the legislation and accompanying guidelines a model.

Streaming wars heat up as rivals queue up to challenge Netflix

Washington (AFP) - Some of the biggest names in media and tech are gearing up to move into streaming, in what could be a major challenge to market leader Netflix.

Apple is expected to make its move with an announcement March 25 on its media plans, with a war chest estimated at some $1 billion and partners including stars like Jennifer Aniston and director J.J. Abrams involved in content.

Walt Disney Co. has announced its new streaming service Disney+ will launch this year, as will another from WarnerMedia, the newly acquired media-entertainment division of AT&T.

The new entrants, with more expected, could launch a formidable challenge to Netflix, which has some 140 million paid subscribers in 190 markets, and to other services such as Amazon and Hulu.

"It's really going to change the industry," said Alan Wolk, co-founder of the consulting firm TVREV who follows the sector.

Wolk said he sees seven or eight powerful players in streaming which will lead to "huge competition for new shows and hit shows."

These rivals are coming into the segment which has been transformed by the spectacular growth of Netflix and a growing movement by consumers to on-demand television delivered over internet platforms.

In the US alone, an estimated six million consumers have dropped pay TV bundles since 2012, while on-demand services such as Netflix, Hulu and Amazon have been surging, according to Leichtman Research.

But just as Netflix has disrupted traditional "linear" television, rivals are now moving to disrupt Netflix.

Feeling pain

Netflix is likely to feel pain, not only from the new rivals, but also from the loss of content from the big libraries of Disney and Time Warner.

These Hollywood firms "have big libraries, so the cost of their content is much lower than it will be for Netflix, which has to pay for all its content," said Laura Martin, analyst with the research firm Needham & Co.

"Netflix will lose subscribers to these new entrants," Martin said.

AT&T's WarnerMedia will launch its service later this year that combines the content from its premium HBO channel (known for "Game of Thrones") and the vast Time Warner library or films and shows.

Disney's service will have its films and TV shows, along with the library it is acquiring from Rupert Murdoch's 21st Century Fox, a deal closing in the coming days. That includes the "Star Wars" and Marvel superhero franchises and ABC television content.

JP Morgan analyst Alexia Quadrani predicts Disney will eventually scale up to become as big as Netflix, or even bigger by signing up 45 million US subscribers and 115 million internationally.

Quadrani cited Disney's "unmatched brand recognition, extensive premium content, and unparalleled ecosystem to market the service."

The analyst said Disney benefits from its global ecosystem that develops good customer relationships from its theme parks, hotels, cruises, and consumer products.

Wolk agreed that Disney "is in a good spot" because of its strong brand and content but predicted that consumers may be overwhelmed by the growing options.

"I think there will be a lot of churn," Wolk said. "People will subscribe to one service to watch one show, and then it becomes easy to cancel and take another."

No panic, yet

Some analysts say Netflix has no reason to panic -- yet.

"Netflix has figured this business out, they know what consumers want," said Dan Rayburn, a streaming media analyst with Frost & Sullivan.

But Rayburn said that over time, rivals may be able to leverage their user base and infrastructure to eat away at Netflix's advantage.

"What does Netflix own? Nothing," Rayburn said.

"If you're Amazon or AT&T you can give this stuff away and be a loss leader, that's the big value."

Still, he said any company that wants to challenge Netflix needs to be "quick and nimble" and that it remains to be seen if the legacy players can do that.

Richard Greenfield of BTIG Research also questioned the capability of the legacy entertainment firms to compete in the world of new media.

"We believe legacy media has missed their window to compete with Netflix (and other tech platforms) unless they are willing to truly go all-in," Greenfield said in a recent research note.

'Innovator's dilemma'

Greenfield said that means moving the focus away from the box office and getting better control of content.

"Disney is battling a classic innovator's dilemma that makes it hard for them to truly pivot to direct-to-consumer, not to mention, they and the rest of legacy media do not really appreciate how important technology is to success in direct-to-consumer streaming," Greenfield wrote.

Daniel Ives of Wedbush Securities said Apple could be the wild card, but that the iPhone maker might need to acquire a content provider like CBS or Sony Pictures to be a major player.

Apple "is definitely playing from behind the eight ball in this content arms race with Netflix, Amazon, Disney, Hulu, and AT&T/Time Warner all going after this next consumer frontier," Ives said in a note to clients.

"While acquisitions have not been in Apple's core DNA, the clock has struck midnight for Cupertino in our opinion and building content organically is a slow and arduous path, which highlights the clear need for Apple to do larger, strategic (deals}."

Pope admits priests, bishops sexually abused nuns

ABOARD PAPAL PLANE (AFP) - Pope Francis admitted Tuesday that Catholic priests and bishops had sexually abused nuns, the latest scandal to rock the church.

"There are some priests and also bishops who have done it," the pontiff said in response to a journalist's question on the abuse of nuns, speaking on the return flight from his trip to the United Arab Emirates.

The papal admission followed a rare outcry last week from the Vatican's women's magazine over the sexual abuse of nuns, leaving them feeling forced to have abortions or raise children not recognised by their priest fathers.

The issue hit the headlines last year after a nun accused an Indian bishop of repeatedly raping her in a case that triggered rare dissent within the country's Catholic Church.

Francis said the problem could be found "anywhere" but was prevalent in "some new congregations and in some regions".

"I think it's still going on, because it's not something that just goes away like that. On the contrary," he added.

He said the Church has "suspended several clerics" and the Vatican has been "working (on the issue) for a long time".

'Must do more'

"I don't want to hear it said that the Church has not got this problem, because it has.

"Must we do more? Yes! Do we want to? Yes!" he said.

He said it was a cultural problem, the roots of which lie in "seeing women as second class".

The February issue of "Women Church World", a supplement distributed with the Vatican's Osservatore Romano newspaper, warned that nuns have been silent over abuse for decades for fear of retaliation.

It said the Vatican received reports of priests abusing nuns in Africa in the 1990s.

"If the Church continues to close its eyes to the scandal -- made even worse by the fact that abuse of women brings about procreation and is therefore at the origin of forced abortions and children who aren't recognised by priests -- the oppression of women in the Church will never change," editor Lucetta Scaraffia wrote.

In the Indian case, Bishop Franco Mulakkal was arrested on September 21 in the southern state of Kerala on suspicion of raping the nun in question 13 times between 2014 and 2016.

Pope Francis suspended him the day before his arrest, appointing another bishop in his place. Mulakkal, 53, who headed the diocese of Jalandhar in the northern state of Punjab, has denied the allegations.

The nun first spoke out in June but police only started formal questioning in September, as fury over the case mounted.

Five nuns -- in a rare public show of dissent within the Indian Church -- and dozens of supporters staged days of protests.

Failure by Church officials to take action on sexual abuse allegations has been one of the biggest scandals to hit Roman Catholicism globally in recent years.
