US designates Russia's Wagner military group an intl 'criminal organization'

The United States on Friday designated Russia's Wagner group as a "transnational criminal organization," raising pressure on the private Russian army fighting in Ukraine. 

White House national security spokesman John Kirby said Wagner, controlled by Yevgeny Prigozhin, a businessman close to President Vladimir Putin, has about 50,000 fighters in Ukraine, 80 percent of them drawn from prisons. 

Kirby showed US intelligence photographs of North Korea supplying arms to Wagner for its Ukraine operations, and said the private army has become a rival to the formal Russian military. 

The photographs, from November 18-19, show Russian rail cars entering North Korea, picking up a load of infantry rockets and missiles, and returning to Russia, he said. 

He said the US Treasury was formally designating Wagner as a transnational criminal organization, putting it in league with Italian mafia groups and Japanese and Russian organized crime. 

The designation will allow the wider application of sanctions on the group’s sprawling global network, which includes mercenary operations as well as businesses in Africa and elsewhere. 

Wagner "is a criminal organization that is committing widespread atrocities and human rights abuses," Kirby said. 

"We will work relentlessly to identify, disrupt, expose and target those who are assisting Wagner," he said. 

Kirby also said the United States had presented its intelligence on Wagner's North Korean purchase to the UN Security Council's unit on North Korea sanctions. 

The arms transfers from North Korea are in direct violation of United Nations Security Council resolutions, Kirby said. 

Kirby said there is evidence that Prigozhin's confidence in Wagner fighters' relative success in Ukraine has generated tensions in the Kremlin. 

"Wagner is becoming a rival power center to the Russian military and other Russian ministries," Kirby said. 

"Prigozhin is trying to advance his own interest in Ukraine and Wagner is making military decisions based largely on what they will generate for Prigozhin, in terms of positive publicity."

Credit Suisse fined over drugs gang money laundering

Credit Suisse, Switzerland's second-biggest bank, which has been rocked by a series of scandals, was slapped with a $2-million-fine Monday in a money laundering case linked to a Bulgarian cocaine network. 

Switzerland's Federal Criminal Court found that the bank failed to take steps to prevent money laundering by the criminal organisation, deeming it guilty of breaching its corporate responsibility. 

Credit Suisse was fined two million Swiss francs ($2.1 million). The Zurich-based bank intends to appeal. 

It was faulted for the failure up through its hierarchy and by its legal and compliance departments to monitor "banking relations" linked to the criminal gang, and to ensure their "compliance with anti-money laundering rules". 

A former employee was found guilty of aggravated money laundering over a number of transactions she had conducted or ordered to be conducted between July 2007 and December 2008, despite firm indications that the funds had criminal origins. 

Her actions allowed the criminal gang to stash more than 19 million Swiss francs out of reach of the authorities. 

She was given a 20-month prison sentence and a fine, both of which were suspended. 

In a brief statement, Credit Suisse said it noted the court's decision and that it intended to appeal. 

Two Bulgarians were also found guilty of participating in a criminal organisation and aggravated money laundering. 

The court also ordered the confiscation of a sum equivalent to more than 12 million francs concerning funds deposited with Credit Suisse by the criminal organisation. 

Furthermore the bank will have to compensate the more than 19 million francs in assets belonging to the criminal organisation, "which could not be confiscated due to the bank's internal failures", the court statement said.

Global arrest call issued for US diplomat's wife wanted for UK car crash

LONDON: Interpol has issued a red notice for the provisional arrest of a US diplomat's wife charged over a car crash in Britain that killed a teenager, his family has said.

Harry Dunn, 19, died in August last year when his motorcycle collided with a car driving on the wrong side of the road near an air force base in Croughton, central England, used by the US military as a communications hub.

The car was driven by Anne Sacoolas, who then returned to the United States despite a police investigation, which saw her charged with causing death by dangerous driving.

Sacoolas, 42, whose husband was an intelligence official and has herself been reported to have been a CIA operative, has since claimed she had diplomatic immunity from prosecution.

US Secretary of State Mike Pompeo has rejected Britain's extradition request and strained the two countries' normally close relations.

Radd Seiger, spokesman for Dunn's family, said late Monday on Twitter: "I can confirm that Interpol have circulated a Red Notice in respect of #AnneSacoolas.

"Police forces around the world are requested to locate her and provisionally arrest her with a view to her extradition to the UK," he added.

British police issued the request to Interpol that she be apprehended if she tries to leave the United States, with a view to her eventual extradition.

A red notice is not an international arrest warrant, but is issued for those wanted for prosecution or sentencing.

Dunn's mother Charlotte told ITV's Good Morning Britain show on Tuesday that the news gave her "confidence that... the UK authorities are clearly on the same page as us.

"It was a very emotional afternoon yesterday. We didn't really expect it. Many, many tears.

"The elation is always short lived, we shouldn't have to be going through this," she added.

Dunn's parents visited the White House in October to meet US President Donald Trump.

They said he was warm and welcoming but criticised the White House's attempts to engineer a snap meeting with Sacoolas, who was in a room next door with photographers.

The US State Department confirmed it had rejected the request, saying Sacoolas had immunity from criminal jurisdiction during her stay in the UK.

"If the United States were to grant the UK's extradition request, it would render the invocation of diplomatic immunity a practical nullity and would set an extraordinarily troubling precedent," it said in a statement.

The case has been a political headache for Prime Minister Boris Johnson as he tries to secure a US trade deal after Britain's departure from the European Union.

Trump has called the crash a "terrible accident", saying it was common for Americans in Britain to have difficulty driving on the left side of the road. -- AFP.

Amsterdam judges get tough on violent crime, impose higher sentences

Amsterdam judges have reached an agreement to impose higher sentences on people found guilty of weapons offences, the AD said on Saturday. 

The aim, the paper said, is to make a statement following a spate of violent incidents in the Dutch capital. 

‘There have been a lot of stabbings and killings in the city and people are more willing to use hand grenades,’ spokesman Domien Huijbregts told the paper. ‘That is why we want to give a clear signal. This is completely unacceptable.’ 

Sentences for gun, knife or grenade crime in the Dutch capital can be four times as high as in other parts of country, the paper said. This means someone caught with a pistol would be jailed for 12 months, while the recommended sentence is three months. 

‘Amsterdam judges are able to go their own way in this,’ a spokesman for the Council for the Judiciary told the AD. ‘They are completely independent.’

A group made up of more than 500 cities, counties and Native American tribes across the United States has filed a massive lawsuit accusing members of the Sacklerfamily, who own the maker of the opioid painkiller OxyContin, of helping to create “the worst drug crisis in American history”.

The lawsuit represents communities in 26 states and eight tribes and accuses Sackler family members of knowingly breaking laws in order to enrich themselves to the tune of billions of dollars, while hundreds of thousands of Americans died.

“Eight people in a single family made the choices that caused much of the opioid epidemic,” the lawsuit, filed earlier this week in federal court in the southern district of New York, states.

The same eight members of the family had recently been added to a small number of lawsuits that are underway against a string of opioid-makers, including the Connecticut-based pharmaceutical company the Sacklers wholly own, Purdue Pharma, but they have not been sued as individuals on anything like this scale before.

“This nation is facing an unprecedented opioid addiction epidemic that was initiated and perpetuated by the Sackler defendants for their own financial gain, to the detriment of each of the plaintiffs and their residents. The ‘Sackler defendants’ include Richard Sackler, Beverly Sackler, David Sackler, Ilene Sackler Lefcourt, Jonathan Sackler, Kathe Sackler, Mortimer DA Sackler, and Theresa Sackler,” this week’s lawsuit states.

The eight are the most high-profile members of a family which has long been known for prolific philanthropy to famous arts and education institutions, including the Metropolitan and Guggenheim museums in New York, which have faced fierce recent protests against the taking of Sackler money. Other institutions include Columbia, Yale, MIT, Tufts and other US universities, and, in the UK, the Victoria & Albert Museum, the Serpentine Gallery, Glasgow University and other recipients.

Earlier this week Britain’s National Portrait Gallery decided not to take up the offer of a £1m Sackler family grant and, in the US, Columbia University and the University of Washington, which have both received Sackler donations in the past, have announced they are not now accepting gifts from the family.

Court documents accuse the eight family members of purposely playing down the dangers of the prescription painkiller OxyContin, which is more potent than heroin or morphine. They are accused of deceiving doctors and patients and directing sales and marketing techniques that drove huge over-prescribing and ever stronger doses for many patients who should never have been prescribed the pills in the first place.

“The defendants’ actions caused and continue to cause the public health epidemic…caused deaths, serious injuries, and a severe disruption to public peace, order and safety, it is ongoing and it is producing permanent and long-lasting damage,” the court documents allege.

Many of the allegations have already been made public in a lawsuit naming the same eight family members in Massachusetts, and are contained in court documents in the multi-district litigation taking place in a federal court in Cleveland, Ohio, which has been brought against Purdue and other companies, though no members of the Sackler family individually, by more than 1,200 cities and counties.

The family and Purdue deny wrongdoing.

“This complaint is part of a continuing effort by contingency-fee counsel to single out Purdue, blame it for the entire opioid crisis in the United States, and try the case in the court of public opinion rather than the justice system,’’ Robert Josephson, a Purdue spokesman, said in an emailed statement to the Bloomberg news agency.

“These baseless allegations place blame where it does not belong for a complex public health crisis, and we deny them,’’ the Mortimer and Raymond Sackler families said in a statement. They also noted OxyContin sales “represented a tiny portion of the opioid market”.

The lawsuit filed in New York on 18 March is extraordinary because it focuses almost entirely on the individual Sacklers.

Richard and Jonathan Sackler are sons of the late Raymond Sackler, one of the founding brothers of Purdue. Beverly is Raymond’s widow and David his grandson.

Ilene, Kathe and Mortimer David Alfons are children of the late Mortimer Sackler, another of the founding brothers of Purdue, and Theresa is his widow.

The only other defendants named in the lawsuit are the family trust connected to Raymond Sackler’s branch of the family and Rhodes Pharmaceuticals, a company owned by the Sacklers that produces generic opioid painkillers.

Other cases focus mostly on Purdue and other well known pharmaceutical giants involved in opioid production, such as Johnson & Johnson and Allergan.

The lawsuit in the southern district of New York has been brought by city and county authorities across America, including, for example, 42 counties and cities in Alabama, 31 counties in California, 21 cities and counties in Florida, 28 counties in Illinois, 51 cities and counties in Kentucky, more than 100 towns and cities in Massachusetts and dozens of cities and counties in other states including Wisconsin, Virginia, Utah, Tennessee, Missouri, New Hampshire, New Mexico, Indiana and Michigan.

Among the eight Native American tribes suing the Sacklers are parts of the Cherokee, the Chippewa and the Sioux, the Oneida Nation and the Blackfeet.

Drug overdoses now kill more than 72,000 people in the US a year, according to government figures from the Centers for Disease Control and Prevention, and 49,000 of those are caused by opioids.

Purdue’s business has attracted a wave of lawsuits alleging deception about the safety of OxyContin, which the company had admitted misbranding in a 2007 criminal case.

Purdue has not ruled out filing for bankruptcy, which would cause a hiatus in the civil cases brought against it, but also indicates it could be short of the kind of funds that would be needed for a massive settlement or a fine at trial in the cases against it, to compensate communities for the cost of the crisis.

But a victory in the latest lawsuit against the Sacklers would give the plaintiffs access to the Sacklers’ personal fortune.

Dozens of mafia suspects held in international sting

The Hague (AFP) - Police arrested dozens of suspected mobsters in Europe and South America on Wednesday in a huge international swoop targeting Italy's notorious 'Ndrangheta mafia clan, officials said.

Nearly 90 people including high-ranking members of the powerful organised crime syndicate accused of drug trafficking and money laundering were arrested in coordinated raids in six countries, EU justice agency Eurojust said.

The "unprecedented" crackdown on the group based in Calabria, southern Italy, came just a day after Italian police arrested the new boss of the separate Sicilian mafia.

Hundreds of police took part in Wednesday's operation, seizing four tonnes of cocaine, 120 kilos of ecstasy and two million euros (dollars) in cash across Germany, Italy, the Netherlands, Belgium, Luxembourg and Suriname.

"Today, we send a clear message to organised crime groups across Europe," Filippo Spiezia, vice president of the EU's judicial agency Eurojust, told reporters in The Hague.

"They are not the only ones able to operate across borders; so are Europe's judiciary and law enforcement communities."

He said the "unprecedented and extraordinary result", the fruit of a two-year operation, targeted "dangerous members of the 'Ndrangheta family deeply involved in drug trafficking and money laundering".

Italian restaurants

The 'Ndrangheta -- which derives its meaning from the Greek word for heroism -- is made up of numerous village and family-based clans in Calabria, the rural, mountainous and under-developed "toe" of Italy's boot.

Despite intense police attention and frequent arrests, the organisation has continued to extend its reach.

It has surpassed Sicily's Cosa Nostra and the Naples-based Camorra in influence thanks to control of the cocaine trade and is the sole mafia organisation to operate on all continents, according to anti-mafia prosecutors.

Officials hailed Wednesday's operation -- dubbed "Operation Pollina" -- as a serious blow to the group.

In total 41 people were arrested in Italy, 21 in Germany, 14 in Belgium, five in the Netherlands and two in Luxembourg, with operations still underway, Eurojust said.

Italian police said the sweep targeted the 'Ndrangheta and its "projections across South America".

Italian anti-mafia prosecutor Federico Cafiero De Raho said the operations would affect the 'Ndrangheta's drug trafficking operations around the world, including Colombia, Ecuador and Brazil.

But he warned that it was "just a first step", saying the arrests were "nothing for the 'Ndrangheta, there are thousands of people who should be arrested and billions that should be seized".

In Germany, Wednesday's operation focused on restaurants, offices and apartments, mainly in the states of North Rhine-Westphalia and Bavaria region.

Dutch prosecutors said the investigation began after they noticed money laundering at two Italian restaurants in the southern Netherlands that showed criminal links with Germany and Calabria, home of the 'Ndrangheta.

Using an often family-based network spread out around Europe, drugs would come into the Dutch port of Rotterdam and the Belgian port of Antwerp before being moved around the continent.

Prosecutor Fred Westerbeke said they had also probed ice cream parlours, adding that together with restaurants "the suspicion is that the mafia organisation is laundering money through these establishments and they are used as a cover for their criminal organisations".

He also confirmed that there had been raids in Suriname, a small South American country that was once a Dutch colony.

Dutch NOS television said the 'Ndrangheta were mainly active in the Netherlands in drug smuggling through the country's huge flower export market.

'Decisive hit'

The Belgian operations were concentrated on the Limburg area, home to many people of Italian descent who moved there after World War II to work in coal mines, Belgian prosecutors said.

The European police agency Europol said it was a "decisive hit against one of the most powerful Italian criminal networks in the world".

European Parliament President Antonio Tajani, who is Italian, sent "congratulations" to the police forces involved, adding: "Europe fights 'Ndrangheta criminal groups".

On Tuesday, Italian police arrested new Cosa Nostra boss Settimino Mineo and dozens of other suspects in Sicily in a major swoop.

Jeweller Mineo, 80, was detained with at least 45 others just before he was due to be appointed official heir to notorious mafia boss Toto Riina, who died in prison last year.

Russian attempt to hack chemical weapons watchdog in The Hague thwarted

Dutch intelligence agencies have thwarted an attempt by Russian agents to hack into the wi-fi network of the Organisation for the Prohibition of Chemical Weapons, based in The Hague. 

Four agents from the GRU military intelligence service were ejected from the Netherlands immediately after the attempted breach was intercepted on April 13 this year, major-general Onno Eichelsheim, director of the military intelligence service MIVD, told apress conference in The Hague. He added that the OPCW’s security was not breached. 

The OPCW is carrying out forensic tests in the investigation into the poisoning of the former Russian spy Sergei Skripal and his daughter Yulia in Salisbury on March 4. The Skripals were targeted with a nerve agent known as Novichok, developed in the former Soviet Union, but Moscow has denied any involvement. 

Eichelsheim said the four agents were operating out of a Citroen car parked outside the Marriott Hotel, which is next to the organisations headquarters on Johann de Wittlaan. They arrived in the country on April 10 on diplomatic passports with almost identical serial numbers. 

Close access

They were disrupted while an attempt was made at a ‘close access hack operation’ at around 4.30pm on Friday. Equipment found in the boot of the car included an antenna pointed at the OPCW building and digital devices used to intercept login details.

Eichelsheim said the four Russians were ‘clearly not here on holiday’. They were carrying €20,000 and US $20,000 in cash, took their rubbish from their hotel room when they left and tried to destroy their mobile phones when they were intercepted. One of the phones had been activated close to the special services centre in Moscow. 

A further clue was the discovery of a taxi receipt from GRU headquarters to Moscow airport. 

The equipment the men surrendered also included a laptop computer which had apparently been used to infiltrate the Malaysian police and judicial authorities. Malaysia is involved in the investigation into the shooting down of flight MH17 over Ukraine in 2014, which the Netherlands holds Russia accountable for. 

Data found on the laptop also suggested it had been used in the Swiss city of Lausanne to hack into computers belonging to the World Anti-Doping Agency, which is investigating institutional drug use in Russian sport. 

International co-operation 

Defence minister Ank Bijleveld said the Dutch government was sending out a clear message to Moscow to stop undermining cybersecurity in other countries. The Russian ambassador to The Hague has been summoned to appear before foreign minister Stef Blok. 

‘The Dutch cabinet is very concerned that the OPCW was the target of an interception by the Russian military intelligence service,’ Bijleveld said. 

‘I am proud of the MIVD, they have done excellent work. I want to emphasise that co-operation has played a big part in this success. Co-operation in the Netherlands, but also with our international intelligence partners. Good international co-operation is crucial in tackling threats such as the GRU.’

In response, Moscow issued its customary blunt denial of all accusations of wrongdoing. Russian foreign ministry spokeswoman Maria Zakharova dismissed the allegations as ‘big fantasies’. 

Prime minister Mark Rutte issued a joint statement with his British counterpart Theresa May earlier in the day condemning Russia’s ‘disregard for global values.’ 

They said: ‘The GRU’s reckless operations stretch from destructive cyber activity to the use of illegal nerve agents, as we saw in Salisbury. That attack left four people fighting for their lives and one woman dead. 

‘Our action today reinforces the clear message from the international community. We will uphold the rules-based international system, and defend international institutions from those that seek to do them harm.’ 

US charges 

Major-general Eichelsheim said the government had taken the unusual step of releasing details of the operation after US officials published charges against a number of Russian intelligence agents on Thursday. The Dutch government hopes that making the information public will make it harder for Russia to carry out such covert operations in future. 

British foreign secretary Jeremy Hunt said the incident was ‘part of a pattern of cyber-attacks’ in other countries in which the Russian government was implicated. 

He said: ‘If anyone had any questions in their mind about Russian military involvement in the Salisbury attacks, this will put to rest those doubts because we have evidence of the Russian military launching a cyber-attack on the very international organisation in the Netherlands set up to investigate those novichok attacks. And why would you do that if you weren’t the guilty party?’

Belgium admits it kept quiet about 'tainted' eggs probe

Brussels (AFP) - Belgian officials admitted Saturday they knew in early June there was a potential problem over insecticide-contaminated eggs but kept it secret because of an ongoing fraud investigation.

"We knew since early June there was potentially a problem with fipronil in the poultry sector," Katrien Stragier, a spokeswoman for Belgium's food safety agency (AFSCA), told Flemish television VRT.

"We immediately launched an investigation and we also informed the prosecutor because it was a matter of possible fraud," she added.

"From that point on the secrecy of the inquiry took precedent. We understand that people have questions about public health and we are trying to answer them," she added.

Contacted by AFP over the past few days, the prosecutor in Antwerp handling the case refused to give out any information on the specific orders of the investigating judge.

Belgian supermarkets have cleared eggs from the shelves of supermarkets as a precautionary measure while awaiting the results of tests.

In Germany and the Netherlands several million eggs from Dutch farms have already been recalled.

German Agriculture Minister Christian Schmidt pressed the authorities, particularly in Belgium and The Netherlands, to clear up the situation.

"Someone has clearly proceeded with criminal intent to contaminate (the eggs) with a banned product," Schmidt told the daily Bild.

Dutch officials closed down 180 businesses earlier in the week and after tests, the Dutch food authority (NVWA) said 138 poultry farms -- about a fifth of those in the country -- would remain closed.

One batch of eggs posing in particular posed "an acute danger to public health", the agency said.

Eggs from another 59 farms contained high enough levels of the insecticide, fipronil, for the food authority to warn against any children eating them.

Fipronil is commonly used in veterinary products to get rid of fleas, lice and ticks. It is banned from being used to treat animals destined for human consumption, such as chickens.

In large quantities, the insecticide is considered to be "moderately hazardous" according to the World Health Organization, and can have dangerous effects on people's kidneys, liver and thyroid glands.

Madrid (AFP) - A Spanish-led European police investigation has broken up an organised crime group that allegedly sold horsemeat across Europe that was "not suitable" for human consumption, officials said Sunday.

Police in Spain arrested 65 people suspected of crimes including animal abuse, document forgery, public health violations, money laundering and being part of a criminal organisation, Europe's policing agency Europol said in a statement.

The suspected leader of the group, a Dutch national, was arrested in Belgium, it added.

Spain's Guardia Civil police force began their investigation in 2016 after detecting "unusual behaviour" in horsemeat markets.

"They detected a scam whereby horses in bad shape, too old or simply labelled as 'not suitable for consumption' were being slaughtered in two different slaughterhouses," Europol said.

The horses came from Portugal and northern Spain and their meat was processed at an unspecified location from where it was sent to Belgium, one of the biggest horsemeat exporters in the European Union.

The group is suspected of having modified the horse's microchips and documentation to pass off the meat as edible.

The meat was sold across Europe and may have earned the group over 20 million euros ($23 million) per year, Spanish police said in a separate statement.

The Guardia Civil worked in cooperation with police in Belgium, Britain, France, Italy, Portugal, Romania, Switzerland and the Netherlands, the statement added.

Spanish police seized five luxury cars as part of the investigation and blocked several bank accounts.

The investigation stems from a British horsemeat scandal in 2013 when frozen burgers supplied to several supermarkets were found to contain horse DNA.

Bangkok (AFP) - A 26-year-old Canadian found dead in his Thai police cell this week was wanted in the US for allegedly running a massive "dark web" marketplace for drugs and other contraband, a police source told AFP Saturday.

Thai cops arrested Alexandre Cazes in Bangkok on July 5 and had planned to extradite him to the US, where he faced drug trafficking and money laundering charges.

But the computer programmer hanged himself with a towel in his detention cell a week later on July 12, according to Thai anti-narcotics police, who have been tight-lipped on the details of his case.

On Saturday a Thai officer confirmed Cazes was accused of being an "operator" of a major online black market.

"It's a huge dark web market that trafficks drugs and sells other illegal stuff," the police officer said, requesting anonymity.

Speculation is rife that the underground marketplace was AlphaBay, considered the world's largest and most lucrative darknet bazaar until it was taken down within hours of Cazes' arrest.

Like its predecessor Silk Road, which was shut down by the FBI in 2013, AlphaBay used the encrypted Tor network and virtual currencies like Bitcoin to shield customers from detection.

According to Nicolas Christin, a computer science professor at Carnegie Mellon University, AlphaBay gained prominence in 2015 and mostly traded in drugs, stolen credit cards and forged IDs.

It was "more than twice as big as Silk Road was in its heyday, with a revenue of somewhere between 600,000 and 800,000 dollars a day in early 2017, and that's a rather conservative estimate," he told AFP.

Luxury lifestyle

Cazes appeared to be living a life of luxury in Thailand, where he owned three houses and four cars -- including a Lamborghini -- according to Thai police who have seized the assets.

He slipped into the country around eight years ago, according to police.

"He was a computer expert involved with international transactions of Bitcoins," said Major General Soontorn Chalermkiat, a spokesman for Thailand's Narcotics Suppression Bureau.

"He didn't have any business in Thailand but he had many houses," the officer said, adding that Cazes' Thai wife has since been charged with money laundering.

The US Embassy in Bangkok refused to comment on the details of the case, saying only that Cazes was detained at the request of the US "with a view toward extradition to face federal criminal charges".

The founder of Silk Road -- the world's first and most famous digital drug market -- was sentenced to life in prison by federal court in New York in 2015.
